This paper addresses the development of training in team-level decision making to lead to improvements in safety and performance. A one-day Workshop was developed around tactical decision games (TDGs) for use by action teams, i.e. involving a team of multi-disciplinary experts, in the oil and gas drilling industry. Three TDGs were conducted to help team members to rehearse how they would respond to potential challenging situations, focusing in particular on team skills, such as decision making, situation awareness and communication. TDGs have previously been presented as a useful training technique to improve decision making and have been introduced in many high hazard industries [Crichton, M., Flin, R., Rattray, W.A., 2000. Training decision makers – tactical decision games. Journal of Contingencies and Crisis Management 8(4), 208–217]. Building on TDGs for individuals, in a team-based TDG, team members discuss the scenario and reach a team-based solution, allowing team members to recognise the potential differing perspectives brought to the solution by team members from different disciplines. Specific team skills aspects raised during the TDG scenario were then generalised to the wider project, and their impact on overall team performance, safety, and effectiveness. Members of a deepwater exploration wells team (n = 30) attended the Workshop and reported that the use of TDGs in the Workshop was valuable in defining and illustrating team skills and their influence on team performance, and helping to prepare better for their forthcoming operations. 相似文献

Targeting of agricultural conservation practices to cost‐effective locations has long been of interest to watershed managers, yet its implementation cannot succeed without meaningful engagement of agricultural producers who are decision makers on the lands they farm. In this study, we engaged 14 west‐central Indiana producers and landowners in an adaptive targeting experiment. Interviews carried out prior to targeting provided rich spatial information on existing conservation practices as well as producers' preferences for future conservation projects. We targeted six of the most accepted conservation practices using the Soil and Water Assessment Tool and spatial optimization using a genetic algorithm approach. Fairly optimal conservation scenarios were possible with even the most limiting constraints of farmer‐accepted practices. We presented in follow‐up interviews a total of 176 conservation practice recommendations on 103 farm fields to 10 farmers whose lands were targeted for conservation. Primary findings indicated producers were interested in the project, were open to hearing recommendations about their lands, and expressed a high likelihood of adopting 35% of targeted recommendations. Farmers generally viewed the interview process and presentation of results quite favorably, and the interviews were found to build trust and make the targeting process more acceptable to them. 相似文献

In this paper, a theoretical model of secondary recovery is developed that integrates microeconomic theories of production and cost with a dynamic model of scrap generation and accumulation. This study systematically evaluates residential consumer responses to a utility conservation initiative based on an econometric analysis of a sample of 510 households served by Artesian Water Company, Inc. (New Castle County of Delaware). Rivers provide a special suite of goods and services valued highly by the public that are inextricably linked to their flow
dynamics and the interaction of flow with the landscape. Yet most rivers are within watersheds that are stressed to some extent
by human activities including development, dams, or extractive uses. Climate change will add to and magnify risks that are
already present through its potential to alter rainfall, temperature, runoff patterns, and to disrupt biological communities
and sever ecological linkages. We provide an overview of the predicted impacts based on published studies to date, discuss
both reactive and proactive management responses, and outline six categories of management actions that will contribute substantially
to the protection of valuable river assets. To be effective, management must be place-based focusing on local watershed scales
that are most relevant to management scales. The first priority should be enhancing environmental monitoring of changes and
river responses coupled with the development of local scenario-building exercises that take land use and water use into account.
Protection of a greater number of rivers and riparian corridors is essential, as is conjunctive groundwater/surface water
management. This will require collaborations among multiple partners in the respective river basins and wise land use planning
to minimize additional development in watersheds with valued rivers. Ensuring environmental flows by purchasing or leasing
water rights and/or altering reservoir release patterns will be needed for many rivers. Implementing restoration projects
proactively can be used to protect existing resources so that expensive reactive restoration to repair damage associated with
a changing climate is minimized. Special attention should be given to diversifying and replicating habitats of special importance
and to monitoring populations at high risk or of special value so that management interventions can occur if the risks to

There have been no published performance evaluations of nongovernmental, voluntary habitat stewardship programs. The Operation Burrowing Owl (OBO) stewardship program, initiated in 1987, was evaluated for its effectiveness in conservation of grassland habitat during 1986–1993. The 108 OBO sites from 1987 to 88 and 98 randomly selected non-OBO sites that were grassland in 1986 in the Regina-Weyburn, Saskatchewan study area were classified by size and agricultural soil suitability. By 1993, 41 (38%) of the 108 OBO sites had been withdrawn from the program. The 1986 area of grassland was compared with grassland area calculated from digitized 1993 LANDSAT imagery. A correction for satellite inaccuracies was determined. Grassland retention in 1993 was significantly higher at OBO sites (66%) than at random sites (49%), demonstrating that the OBO voluntary program effectively conserved habitat. Also, grassland retention was significantly lower on sites with better agricultural soils, and for sites <12 ha in size. Site type (OBO or random), size and their interaction, followed by agricultural soil suitability, had the greatest effects on grassland retention. During an era of accelerated grassland loss, OBO strongly and positively (statistically significant) affected conservation of grassland sites most at risk: sites <12 ha in size and with good to excellent agricultural soils. This suggests that grassland conservation efforts focus on vulnerable sites (small size and/or good agricultural soils) to provide nesting habitat for burrowing owls. A hydrodynamic-oyster population model was developed to assess the effect of changes in freshwater inflow on oyster populations in Galveston Bay, Texas, USA. The population model includes the effects of environmental conditions, predators, and the oyster parasite, Perkinsus marinus, on oyster populations. The hydrodynamic model includes the effects of wind stress, river runoff, tides, and oceanic exchange on the circulation of the bay. Simulations were run for low, mean, and high freshwater inflow conditions under the present (1993) hydrology and predicted hydrologies for 2024 and 2049 that include both changes in total freshwater inflow and diversions of freshwater from one primary drainage basin to another.Freshwater diversion to supply the Houston metropolitan area is predicted to negatively impact oyster production in Galveston Bay. Fecundity and larval survivorship both decline. Mortality from Perkinsus marinus increases, but to a lesser extent. A larger negative impact in 2049 relative to 2024 originates from the larger drop in fecundity under that hydrology. Changes in recruitment and mortality, resulting in lowered oyster abundance, occur because the bay volume available for mixing freshwater input from the San Jacinto and Buffalo Bayou drainage basins that drain metropolitan Houston is small in comparison to the volume of Trinity Bay that presently receives the bulk of the bay's freshwater inflow. A smaller volume for mixing results in salinities that decline more rapidly and to a greater extent under conditions of high freshwater discharge.Thus, the decline in oyster abundance results from a disequilibrium between geography and salinity brought about by freshwater diversion. Although the bay hydrology shifts, available hard substrate does not. The simulations stress the fact that it is not just the well-appreciated reduction in freshwater inflow that can result in decreased oyster production. A detailed evaluation of past wetland restoration projects in San Francisco Bay was undertaken to determine their present status and degree of success. Many of the projects never reached the level of success purported and others have been plagued by serious problems. On the basis of these findings, it is debatable whether any sites in San Francisco Bay can be described as completed, active, or successful restoration projects at present. In spite of these limited accomplishments, wetland creation and restoration have been adopted in the coastal permit process as mitigation to offset environmental damage or loss of habitat. However, because the technology is still largely experimental, there is no guarantee that man-made wetlands will persist as permanent substitutes for sacrificed natural habitats. Existing permit policies should be reanalyzed to insure that they actually succeed in safeguarding diminishing wetlands resources rather than bartering them away for questionable habitat substitutes. Coastal managers must be more specific about project requirements and goals before approval is granted. Continued research on a regional basis is needed to advance marsh establishment techniques into a proven technology. In the meantime, policies encouraging or allowing quid pro quo exchanges of natural wetlands with man-made replacements should proceed with caution. A survey was designed and conducted to determine the severity, spatial patterns, and spatial extent of degraded sediment quality
in Puget Sound (Washington State, USA). A weight of evidence compiled from results of chemical analyses, toxicity tests, and
benthic infaunal analyses was used to classify the quality of sediments. Sediment samples were collected from 300 locations
within a 2363 km2 area extending from the US/Canada border to the inlets of southern Puget Sound and Hood Canal. Degraded conditions, as indicated
with a combination of high chemical concentrations, significant toxicity, and adversely altered benthos, occurred in samples
that represented about 1% of the total area. These conditions invariably occurred in samples collected within urbanized bays
and industrial waterways, especially near the urban centers of Everett, Seattle, Tacoma, and Bremerton. Sediments with high
quality (as indicated by no toxicity, no contamination, and the presence of a relatively abundant and diverse infauna) occurred
in samples that represented a majority (68%) of the total study area. Sediments in which results of the three kinds of analyses
were not in agreement were classified as intermediate in quality and represented about 31% of the total area. Relative to
many other estuaries and marine bays of the USA, Puget Sound sediments ranked among those with minimal evidence of toxicant-induced
